Establishes felony-level punishment for dumping commercial quantities exceeding 50 cubic yards, with up to 3 years in state prison and mandatory $50,000 fine; quantities over 25 cubic yards carry up to 1 year jail and $25,000 mandatory fine

Prohibits private property owners from dumping materials on their own land if it requires an unobtained permit or creates public health, safety, nuisance, or fire hazards

Requires convicted property owners to remove or pay for removal of illegally dumped materials when permits were required but not obtained
