Authorizes health care districts and their nonprofit corporation subsidiaries that own or control general acute care hospitals to directly employ physicians and surgeons and charge for their professional services

Creates an exemption to California's Medical Practice Act, which generally prohibits corporations from employing physicians who charge for professional services

Prohibits health care districts from interfering with, controlling, or directing the professional judgment of employed physicians and surgeons

Applies to health care districts organized under the Local Health Care District Law (Division 23 of the Health and Safety Code)
