Allows the State Allocation Board to reduce the 50% local matching share requirement for charter schools in the Charter School Facilities Program if meeting that obligation would cause undue financial burden, effective January 1, 2027

Authorizes corresponding increases to state grant amounts when local matching obligations are reduced, to help charter schools reach a reasonable level of debt service

Requires the California School Finance Authority, in consultation with the State Allocation Board, to adopt regulations defining what constitutes "undue financial burden" for charter schools

Applies to both lump-sum matching payments and lease payment schedules made in lieu of local matching shares under the Leroy F. Greene School Facilities Act of 1998
