Bureau of Investigations within Cal/OSHA must establish written policies and procedures for reviewing cases and documenting rationale for decisions not to investigate or refer cases for prosecution

Upon appropriation of sufficient funding, local prosecuting authorities (district attorneys) would assume responsibility for directing investigations of workplace deaths and permanent total disabilities, rather than the Bureau

Division of Occupational Safety and Health must notify prosecuting authorities of fatal or permanently disabling accidents and provide initial accident reports, inspection reports, and other relevant documents

Bureau's annual report must now be submitted to the Legislature in addition to the division, and must include information on job classification vacancy rates and additional positions needed

Occupational Safety and Health Fund or Labor and Workforce Development Fund may be used to support prosecuting authorities' investigatory activities, with state reimbursement provided to local agencies for mandated costs
