Local agencies must use American Community Survey data to identify qualifying languages and reassess every five years to maintain compliance

Translated emergency information must be equally comprehensive, actionable, and timely as English-language communications

Agencies should utilize community members with appropriate cultural competencies and language skills, preferably native speakers who are also fluent in English

Office of Planning and Research must survey local agencies every three years starting January 1, 2027, and report compliance findings to the Legislature
