Requires the Commission on Peace Officer Standards and Training (POST) to conduct a comprehensive review of existing hate crimes training programs beginning January 1, 2027, with completion by January 1, 2028

Review must evaluate disparities in hate crime data collection, effectiveness of law enforcement response to hate crimes, and efficacy of current POST hate crime trainings

POST must adopt evidence-based training requirements by July 1, 2028 to address identified gaps in hate crime prevention, identification, and investigation

Applies to law enforcement officers employed as peace officers and those enrolled in the basic training course

Requires no appropriation and passes with a majority vote; referred to fiscal committee
