Authorizes funding for planning, equipping, and maintaining response centers, including monitoring equipment, vehicles, facilities, staffing, training exercises, and data collection and analysis systems

Permits targeted air contaminant monitoring during disasters, emergencies, and recovery periods, with coordination among unified command centers, state agencies, and local public health departments
