Requires local planning agencies to include in their annual general plan reports the number of shelter beds serving people experiencing homelessness within their jurisdiction

Mandates reporting across three categories: homeless shelters (including safe parking lots), transitional or interim housing (supportive services for up to 24 months), and permanent supportive housing (no limit on length of stay with linked services)

Annual reports are due by April 1 each year to the legislative body, Office of Land Use and Climate Innovation, and Department of Housing and Community Development

Amends Government Code Section 65400 to add shelter bed reporting to existing housing element reporting requirements

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the new reporting requirement constitutes a state-mandated local program
