Modifies liability requirements for personal vehicle sharing programs (like peer-to-peer car sharing services) when a vehicle is operated by someone other than the owner

Changes current law requiring programs to assume "all liability" of the owner to instead requiring assumption of liability only for bodily injury or property damage to third parties in amounts specified in the sharing agreement

Establishes minimum liability coverage requirements matching Vehicle Code Section 17151: $15,000 for death/injury to one person, $30,000 for death/injury to multiple persons, and $5,000 for property damage per accident

Maintains existing protections preventing private vehicles used in sharing programs from being classified as commercial or for-hire vehicles, provided annual sharing revenue does not exceed vehicle ownership costs

Preserves requirements that sharing programs must defend and indemnify vehicle owners named in lawsuits arising from incidents during sharing periods
