Expands the definition of "egregious misconduct" for school employee dismissals to include human trafficking, child abandonment and neglect, child abduction, and impermissible contact or communication with minors (Penal Code sections 236.1, 273a, 273ab, 273d, 273f, 273g, 278, and 288.3)

Permanently bars certificated employees dismissed for egregious misconduct from working in any education-related position at state agencies, California State University, UC, local agencies, or local educational agencies including school districts, charter schools, and community colleges

Applies statewide to all cities, including charter cities, as a matter of statewide concern

Requires state reimbursement to local agencies and school districts if the Commission on State Mandates determines the bill imposes state-mandated costs
