County plans must include projected caseload increases, expenditure increases, workforce and service investment needs, and assessment of funding gaps between available and necessary resources

Website must be mobile-compatible, accessible under federal and state disability requirements, and compliant with the Dymally-Alatorre Bilingual Services Act for multilingual access

Creates a state-mandated local program requiring state reimbursement to counties for costs associated with new planning duties
