Creates the Office of Community Violence Intervention within the Board of State and Community Corrections to administer the California Violence Intervention and Prevention Grant Program (CalVIP)

Requires the new office to advise on violence intervention policies, provide technical assistance to grantees, coordinate with the Department of Justice's Office of Gun Violence Prevention, and identify federal funding opportunities

Mandates the office produce a biennial report starting July 1, 2028, highlighting best practices, identifying barriers and policy gaps, and recommending strategies to reduce community violence

Requires the board to reserve at least $1,000,000 and allows up to 5% of CalVIP funds annually for office administration, replacing the previous cap of $2,000,000

Transfers responsibility for recommending grant awardees, convening the executive steering committee, and evaluating program impact from the board directly to the new office
