Requires the California Public Utilities Commission by January 1, 2028 to create a separate rate classification for "large energy use facilities" (facilities with peak load of 20 megawatts or more) distinct from other commercial or industrial customers

Mandates that rate schedules for large energy use facilities allocate costs proportionally to the cost of serving that class and prevent shifting costs to other ratepayers, including wildfire mitigation, climate mandates, and grid reliability costs

Requires electrical corporations to enter into contracts with large energy use facilities covering transmission, generation, or distribution services, with transmission/distribution interconnection contracts having a minimum 15-year duration

Requires large energy use facilities to pay a minimum amount based on projected electricity usage and report expected investments in onsite generation before receiving service

Applies to large energy use facilities receiving electricity service from an electrical corporation on or after January 1, 2027, while allowing use of direct access, community choice aggregators, or voluntary renewable energy tariffs
