Authorizes cities, counties, and local subdivisions to adopt pre-disaster ordinances establishing local reconstruction agencies to coordinate disaster recovery efforts, granting them powers similar to former community redevelopment agencies (dissolved in 2012)

Local reconstruction agencies would have authority to sue and be sued, execute contracts, issue bonds, incur debt, acquire property through purchase or eminent domain, and accept public or private financial assistance

Allows reconstruction agencies to receive dedicated incremental tax revenues from local sales and use taxes or transactions and use taxes to finance disaster recovery activities and administrative costs

Requires the Office of Land Use and Climate Innovation to prepare guidance and model ordinance language for disaster recovery plans, in consultation with the Office of Emergency Services and regional councils of governments

Cities and counties that adopt disaster recovery plans must ensure their general plans are consistent with and reference those recovery plans
