Creates a pathway for physicians who complete California's existing 3-year Licensed Physicians from Mexico Program to obtain full, unrestricted medical licenses upon meeting requirements including passing all USMLE steps, obtaining ECFMG certification, and securing a California employment offer

Establishes the Provisional License for Qualified International Physicians Act, allowing physicians licensed in foreign countries (excluding Mexico, which has its own program) to obtain 5-year provisional licenses to practice in California

Requires provisional license applicants to have at least 3 years of good standing in their home country, pass USMLE Steps 1 and 2, demonstrate English proficiency, and have U.S. work authorization

Provisional licensees must practice under supervision of a fully licensed California physician for the initial 5-year period, with one renewal permitted for an additional 5 years

Allows provisional licensees to convert to full unrestricted licenses after completing 5 years of supervised practice without disciplinary actions and passing USMLE Step 3
