Officially named the "Give San Diego Rural Communities a Voice Act," this bill modifies the composition of the 21-member board of directors governing the San Diego Association of Governments (SANDAG)

Requires one of the San Diego County Board of Supervisors representatives to specifically be from an unincorporated area of the county, rather than any two supervisors

Adds one representative from the Association of Planning Groups - San Diego County to the board, selected by that organization's governing body

Maintains existing provisions allowing governing bodies to select alternates and advisory representatives to serve on the board

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs
