Requires the California Research Bureau to conduct a study and prepare a report evaluating community college services and opportunities for residents of Amador, Alpine, Mariposa, Modoc, and Sierra counties, which are not fully included within community college districts

The report must include policy recommendations to ensure residents of these five counties have equivalent access to both in-person and online community college programs compared to similarly sized communities within community college districts

A working group must be convened with representatives from the five underserved counties, adjacent community college districts, UC, CSU, community colleges, and local educational agencies to inform the report

The report must be submitted to the Assembly Committee on Higher Education, Senate Committee on Education, and the Governor by December 31, 2027

Amends state policy to declare that all California territory shall be included within a community college district or otherwise provided equivalent opportunities for in-person and online community college programs; provisions repeal January 1, 2032
