Mandates automatic 6-month suspension of all utility bill fees and California Cap-and-Invest Program requirements for electrical and gas corporations when state energy prices exceed the national average by more than 10%

Limits back-billing periods for local publicly owned utilities to 3 months for residential and small business customers, and 3 years for large business customers, when utilities have undercharged due to billing or metering errors

Requires the Public Utilities Commission to maintain a public website displaying all public purpose programs, their costs, authorizing statutes, and performance metrics
