Secretary of State must send termination notices to political committees that either failed to file campaign reports for 12+ months (with cash balances of $3,000 or less, or $5,000 or less if owing $2,000+ to the controlling candidate) or filed their statement of organization in error

Committees have 180 days after notice to file a written objection; without an objection from the committee or the Fair Political Practices Commission, the Secretary of State must terminate the committee

Applies to committees receiving $2,000 or more in contributions per year

Secretary of State must notify the appropriate filing officer within 30 days of terminating a committee

Requires a two-thirds vote in each house of the Legislature to pass, as it amends the Political Reform Act of 1974
