Requires California State University, community colleges, and private institutions receiving state aid to extend enrollment and financial deadlines for students whose financial aid awards are delayed due to factors outside their control, beginning with the 2027-28 academic year

Defines factors outside student control to include FAFSA or California Dream Act Application processing delays, Cal Grant/Middle Class Scholarship/Pell Grant disbursement delays, institutional scholarship delays, financial aid office errors, and federal loan disbursement delays

Prohibits institutions from imposing punitive actions on affected students, including restricting future enrollment, charging late fees or interest, and placing administrative holds on academic transcripts

Requests (but does not require) the University of California to adopt the same protections for students experiencing financial aid delays

Provides for state reimbursement to community college districts if the Commission on State Mandates determines the bill imposes state-mandated costs
