Requires the Public Utilities Commission to administer the Lifeline telephone program without favoring or disfavoring any technology and without unfairly advantaging or disadvantaging any provider

Establishes a 120-day freeze on portability between eligible telecommunications carriers and on transfer of Lifeline benefits after a subscriber enrolls, intended to combat fraud and service disruptions

Expands household eligibility from one Lifeline subscription per household to up to three members of the same family or household being eligible for Lifeline telephone service

Amends the Public Utilities Code by adding Sections 871.6 and 873.5 and modifying Section 878
