Establishes tiered penalties for practicing land surveying without a license: first conviction up to $10,000 fine and/or 6 months jail; second conviction up to $15,000 fine and/or 6 months jail; third or subsequent conviction minimum $20,000 fine and/or 6 months jail

Requires licensed land surveyors without professional liability insurance to inform clients in writing before contracting for services

Mandates that if a land surveyor's professional liability insurance lapses after contracting with a client, they must notify the client in writing within 30 days

Exempts land surveyors employed by public agencies who perform surveying work for their public employer from the insurance disclosure requirements
