Establishes the Community Supporting Innovation Pilot Program within the Office of Child Abuse Prevention to create alternative support pathways for families with complex needs whose children are not at substantial risk of serious harm

Requires the Office to select 25 geographically diverse community-based organizations to receive grants for operating community pathway teams that provide referrals and services related to basic needs, childcare, behavioral health, financial stability, and benefits continuity

Participating organizations must partner with at least one school district, hospital, clinic, or law enforcement agency to receive family referrals and must obtain support from their county child welfare agency

Creates at least 3 staff positions within the Office of Child Abuse Prevention to oversee the pilot and authorizes contracting with a nonprofit for outreach, compliance monitoring, data collection, and evaluation

Requires a program evaluation and a report to the Legislature by July 1, 2030, with recommendations for statewide implementation of the community-supporting framework
