Prohibits nondisclosure agreements (NDAs) relating to public infrastructure projects—defined as construction of buildings, structures, or facilities paid for with public funds—effective January 1, 2027

Makes any NDA related to public infrastructure projects entered into on or after January 1, 2027, void and unenforceable, while preserving NDAs that protect only trade secrets or proprietary information

Requires the State Capitol visitor center to be located within the capitol building annex, with the entrance prohibited from being on the west side of the west wing

Prohibits significant changes to the west plaza and west steps of the west wing of the State Capitol Building to preserve current design, architecture, and open space

Voids and makes unenforceable any existing nondisclosure agreements associated with the State Capitol Building Annex construction project
