Regional boards must adopt revised waste discharge requirement orders by January 1, 2028, including quantitative limits on nitrogen fertilizer application and compliance verification procedures such as certified crop advisor monitoring or fertilizer sales cross-referencing

State Water Resources Control Board must publish by July 1, 2027 a list of standardized crop names and a statewide methodology for field-level nitrogen balance reporting, with resulting data made publicly available

Creates a Safer Fertilizer Task Force (upon legislative appropriation) coordinated between the State Water Board and Department of Food and Agriculture to establish best available technology standards for nitrogen-based fertilizers, prioritizing reductions in nitrate leaching and nitrous oxide emissions

Provides alternative compliance pathways for small and diversified farms under 50 acres, including simplified monitoring, reporting procedures, and forms in multiple languages (Spanish, Hmong, Mandarin, Punjabi)
