Authorizes school districts to establish stop signal arm camera enforcement pilot programs on schoolbuses until January 1, 2032, allowing cameras to capture license plates of vehicles that illegally pass stopped schoolbuses

Converts schoolbus stop-arm violations from criminal offenses to civil penalties during the pilot period: $250 for first violation, $500 for second and subsequent violations

Requires school districts to publish camera locations, routes, and operational hours on their websites before deployment, and mandates a 60-day warning-only period before issuing citations

Establishes strict privacy protections: recorded images must be destroyed within 90 days of final disposition, cannot be used for surveillance purposes, and photographic records are designated confidential

Mandates annual reporting to the Governor, Legislature, and DMV by July 1, 2028 on system usage, citations issued, and funds collected; unpaid penalties result in vehicle registration nonrenewal
