Expands California's appliance efficiency standards to cover rentals, imports, distributions, and leases in addition to sales, closing loopholes where non-compliant appliances could enter the state through alternative transaction types

Requires manufacturer certification of compliance for any new appliance that is sold, rented, imported, distributed, leased, or offered for any of these transactions for end use in California

Applies to transactions regardless of the seller's, renter's, importer's, distributor's, or lessor's physical location, including internet, telephone, and mail order transactions

Amends Section 25402 of the Public Resources Code, which governs the State Energy Resources Conservation and Development Commission's authority to set minimum operating efficiency standards for appliances

Requires no state appropriation and passes with a majority vote; referred to fiscal committee for review
