Requires the Public Utilities Commission, working with the Energy Commission, to prepare and submit a statewide assessment on clean, firm resources to the Legislature by June 30, 2027

The assessment must evaluate the role and necessity of clean, firm resources (dependable zero-carbon energy sources) in meeting California's clean energy and grid reliability goals

Must include analysis of potential technologies and strategies for integrating clean, firm resources, along with procurement, policy, and planning recommendations

Addresses challenges from fragmented energy procurement across dozens of load-serving entities, including utilities, community choice aggregators, and direct access providers competing for the same renewable projects
