Regional consortia receive 40% of Community College component funds for regionally prioritized projects, while 60% goes directly to individual community college districts within the consortia

Requires the Chancellor's Office to revise policies, regulations, and guidance by June 30, 2026 to implement paid work-based learning opportunities for students and employers

Maintains existing requirements that participating community college districts must collaborate with workforce development boards, local educational agencies, and employers on career technical education aligned with regional labor market needs
