Expands the Alfred E. Alquist Seismic Safety Commission from 15 to 17 members by adding representatives from the State Fire Marshal, Department of Insurance, and Strategic Growth Council, while reducing Governor-appointed members from 10 to 9.

Increases the quorum requirement for commission meetings from 8 to 9 members.

Adds the Office of the State Fire Marshal, Department of Insurance, and Strategic Growth Council to the list of agencies the commission must work with to identify seismic safety activities and responsibilities.

Authorizes the commission (until January 1, 2030) to make policy recommendations to the Legislature on mitigating fire risks following major urban earthquakes and disruptions to fuel, gas, electrical, water, transportation, and communications infrastructure.

Requires annual reports on the commission's actions, conclusions, and policy recommendations to be submitted to both the Assembly and Senate Committees on Emergency Management.
