Requires the Office of Emergency Services (OES) to develop catastrophic plans in consultation with relevant state and local agencies

Covers seven specific disaster response plans: Northern California Catastrophic Flood Response Plan, Bay Area Earthquake Plan, California Cascadia Subduction Zone Earthquake and Tsunami Response Plan, Southern California Catastrophic Earthquake Plan, Catastrophic Wildfires in the Wildland Urban Interface, Pandemic Incident Plan, and Chemical, Biological, Radiological, Nuclear, Explosive Incident Plan

Plans may be developed by OES, the Federal Emergency Management Agency (FEMA), or both agencies

Requires majority vote for passage and triggers fiscal committee review, but contains no appropriation and creates no local program mandate
