Requires the Office of Emergency Services to enter into a statewide master contract by July 1, 2027 for public alert and early warning software that supports interoperable alerting across state, regional, and local governments

Mandates the software integrate with federal alert systems including IPAWS, EAS, and Wireless Emergency Alerts (WEA), and be operational by January 1, 2028

Requires all cities and counties that issue public safety alerts to use the statewide software beginning January 1, 2028, while preserving local control over when and how to issue alerts

Local public emergency warning system operators retain primary responsibility for sending emergency alerts to residents in their jurisdictions

Updates annual alert and warning training requirements to include instruction on the new statewide software starting in 2028
