Requires the Office of Emergency Services to complete two after-action reports for declared disasters instead of one: an initial report within 180 days of the disaster declaration and an updated report within 180 days after the disaster declaration ends

The initial report must review the public safety response, while the updated report must include disaster recovery activities, conclusions, and recommendations

Mandates that both after-action reports be sent to the Assembly and Senate Committees on Emergency Management

Amends Government Code Section 8607, which governs California's standardized emergency management system used by all emergency response agencies
