Expands Department of Water Resources authority to procure resources from pumped hydroelectric facilities that are exempt from Federal Energy Regulatory Commission (FERC) licensing

Current law allows DWR to procure from pumped hydro facilities that do not exceed 500 megawatts and received direct state funding before January 1, 2023

DWR procurement authority for eligible energy resources expires January 1, 2035, though contracts approved before that date remain in force for their full duration

Requires a majority vote, involves fiscal committee review, and amends Section 454.52 of the Public Utilities Code
