Establishes the Every Kid Counts (EKC) College Savings Program administered by the Student Aid Commission to support local governments and entities sponsoring children's savings account programs for low-income families with young children

Grants require a minimum award of $100,000 per qualifying entity, with distribution based on available funding, number of students served, and percentage of low-income families in the community

Qualifying entities must have a college savings program targeting kindergarten through 6th grade students operational or in development by December 31, 2018, and must participate in an independent evaluation consortium

Funding may be used for seed/matching grants for family savings accounts, family outreach and education, evaluation of program outcomes, and one-time administrative costs

This bill makes only nonsubstantive technical changes, replacing "Every Kid Counts (EKC)" with "EKC" in several provisions
