Requires the California Public Utilities Commission to mandate each electrical corporation retain an independent third-party auditor to review transmission and interconnection submissions, progress on network upgrades, and compliance with remedial actions

Auditors must be approved by the commission, free of conflicts of interest with the electrical corporation, and selected in consultation with the Public Advocate's Office

Auditor reports are due annually and must be posted on the commission's website and incorporated into existing reporting requirements under Section 913.4

Commission must issue a resolution within 90 days of receiving auditor reports directing electrical corporations to take remedial actions for any identified deficiencies

Remedial actions may include reallocating resources for high-priority upgrades (100+ megawatts), equipment sharing, interim deliverability solutions, allowing generators to self-build transmission facilities, or expediting preconstruction work
