Prohibits the sale of timber and forest products from state forests unless harvest occurs specifically for ecological restoration or research purposes

Establishes state policy to respect California Native American tribal sovereignty and seek opportunities for comanagement and integration of indigenous traditional ecological knowledge in forest management

Repeals authorization for mining on state forest lands while requiring grazing regulations to reflect the new ecological management priorities

Redirects all revenue from forest product sales and recreational user fees to the Timber Regulation and Forest Restoration Fund to support demonstration state forests
