Requires voters to provide citizenship documentation when registering to vote, replacing the current system of self-certification under penalty of perjury; elections officials must verify citizenship of all voters registered as of January 1, 2026

Mandates government-issued photo ID to vote in person at polling places; vote by mail ballots must include the last 4 digits of the voter's government-issued ID on the envelope, which officials must verify against registration records

Requires the State Auditor to periodically review county voter rosters for accuracy and audit signature comparison processes; counties with 5% or greater signature verification error rates must submit remediation plans to the Secretary of State

Counties where fewer than 98% of registered voters are verified as qualified electors, or that fail to count ballots within 72 hours after an election, lose automatic vote-by-mail distribution for the next statewide election and must switch to application-based mail voting

Repeals the existing law prohibiting local governments from requiring voter identification
