Requires each electrical corporation to file an advice letter by April 1, 2027, and the Public Utilities Commission to approve by September 1, 2027, a tariff allowing utilities to build and maintain electrical infrastructure for hydrogen refueling stations

Authorizes utilities to install dedicated revenue meters for hydrogen refueling stations at existing facilities that already have electrical service, eliminating the need for costly behind-the-meter electrical lines

Treats hydrogen refueling station electrical infrastructure as line and service extensions under existing cost allocation frameworks, with costs exceeding customer allowances paid by the applicant

Supports California's zero-emission vehicle goals including 100% zero-emission new passenger car sales by 2035 and 100% zero-emission medium/heavy-duty vehicles by 2045

Provisions automatically repeal on January 1, 2033
