Requires the State Department of Public Health and the Department of Health Care Access and Information to coordinate and act concurrently when reviewing hospital applications that need approval from both agencies

Applies to applications for new facility construction, facility modifications, new or modified services, program flexibility, and other projects requiring dual-department approval

Mandates each department begin reviewing hospital applications immediately upon receiving a complete application and applicable fee payment

Prohibits automatic imposition of waiting periods for application processing

Allows a reasonable waiting period only if an applicant has a documented pattern of failing to pay obligations for prior submissions
