Allows applicants to hire a private professional provider (licensed engineer or architect with plans examiner certification) at their own expense to perform plan checks if the city/county estimates review will take more than 30 business days or fails to complete review within 30 business days

Cities and counties must issue or deny a residential building permit within 10 business days of receiving a private provider's plan check report; if they fail to respond within 10 days and the report certifies compliance, the permit is automatically deemed approved

Applicants using private professional providers must indemnify the local agency from property damage or personal injury arising from construction based on privately-reviewed plans

Requires cities and counties to report annually on the number of permits reviewed internally versus by private providers, and staffing levels for permit processing; provisions expire January 1, 2036
