Expands California's Reproductive Health Equity Program to cover veterans who cannot access abortion or contraception through the VA health system, allowing them to receive these services at no cost or reduced cost from Medi-Cal enrolled providers

Responds to the December 2025 federal VA rule that eliminated abortion and abortion counseling from VA medical benefits except when a physician certifies the mother's life would be endangered

Defines eligible veterans as those who served at least 90 consecutive days in active military service and were discharged under conditions other than dishonorable, including those discharged solely due to Executive Order No. 14183 (January 27, 2025)

Requires the California Department of Veterans Affairs to publish a link to the abortion.ca.gov website on its women veterans resources page

Allows veterans to self-declare their veteran status to providers when accessing services, without requiring additional documentation
