Revises California's State Healthy Food Access Policy to declare that every person has the right to access sufficient affordable and healthy food that is locally grown and raised

Requires state agencies (including Departments of Social Services, Food and Agriculture, Health Care Services, Education, and Public Health) to identify opportunities to improve farm-to-fork infrastructure such as aggregation, processing, distribution, storage, and procurement systems

Mandates focus on increasing California locally grown food in public programs, particularly school meals and other nutrition initiatives

Requires California State University Trustees and California Community Colleges Board of Governors to consider this policy in campus food services and procurement practices; encourages UC Regents to do the same

Includes legislative findings that ultraprocessed foods account for over 60% of children's calorie intake in the U.S. and that locally sourced whole foods provide healthier alternatives while supporting California's agricultural economy
