Expands the waiver exception for the 20-mile distance requirement between satellite wagering facilities from only the northern zone to the entire state, allowing racing associations statewide to consent to new facilities within 20 miles of existing tracks or facilities

Eliminates the requirement for the Department of Food and Agriculture to conduct a one-year test at proposed satellite wagering facility sites to assess impact on parimutuel revenues and attendance before licensing

Authorizes fairs to contract for satellite wagering facility operation with racing associations licensed for thoroughbred meetings or simulcast wagering anywhere in the state, rather than only within the northern zone

Maintains the existing limit of three satellite wagering facilities jointly licensed to the 1a District Agricultural Association and 5th District Agricultural Association in San Francisco (original bill proposed reducing to two, but this was struck from the amended version)
