Establishes the California-Ireland Trade Commission within the Governor's Office of Business and Economic Development as an advisory body, contingent on legislative appropriation and availability of nonstate funds

Commission consists of 7 members: 2 Senators appointed by Senate President pro Tempore, 2 Assembly Members appointed by Speaker, and 3 Governor appointees (including the chair) representing higher education, a trade organization, and the Irish American community

Commission purposes include advancing bilateral trade and investment between California and Ireland, promoting business and academic exchanges, and encouraging mutual infrastructure investment

Requires annual reports to the Governor and Legislature on findings and recommendations, with the first report due within one year of the initial meeting and subsequent reports due by February 1 each year through 2030

Members serve without compensation but may receive expense reimbursement; priority for appointments goes to individuals with involvement in Irish affairs organizations or interest in California-Ireland trade relations
