Establishes the Lowrider License Plate Program requiring the Department of Motor Vehicles to create specialized license plates reflecting lowrider culture and heritage, contingent on receiving at least 7,500 paid applications by January 1, 2032.

Imposes additional fees: $50 for original issuance, $40 for renewal, $15 for transfer, $35 for replacement plates, and $38 for retention when renewal fees are not required.

Creates the Lowrider Arts and Culture Fund in the State Treasury to receive revenues after DMV deducts administrative costs.

Directs fund moneys, upon legislative appropriation, to the Arts Council for supporting lowrider arts, cultural preservation, youth engagement programs, public exhibitions, community events, and educational initiatives.

Recognizes lowriding as a California cultural tradition originating in Los Angeles in the mid-1940s that grew alongside the Chicano movement of the 1960s and 1970s.
