Codifies the Climate Action Plan for Transportation Infrastructure (CAPTI) goals into state law, establishing 10 guiding principles for transportation projects including building integrated rail/transit networks, investing in bicycle/pedestrian infrastructure, supporting zero-emission vehicles, and reducing vehicle miles traveled

Requires projects under six major state transportation programs to apply CAPTI goals "where feasible" within a fix-it-first approach, including the Interregional Transportation Improvement Program, Transit and Intercity Rail Capital Program, Active Transportation Program, and Trade Corridor Enhancement Program

Prioritizes investments benefiting disadvantaged and low-income communities, with emphasis on reducing public health harms, improving safety toward zero fatalities, and promoting compact infill development near job centers

Authorizes the Transportation Agency to update CAPTI goals through a public process requiring at least one workshop and a 30-day comment period, exempt from the Administrative Procedure Act

Prohibits inclusion of projects in the interregional transportation improvement program without a project study report or major investment study (changing "may not" to "shall not")
