Expands the definition of "sex discrimination" across 29 California codes to include discrimination based on assigned sex, gender identity, gender expression, sexual orientation, pregnancy-related conditions, access to gender-affirming care, reproductive healthcare decisions, conformity to gender stereotypes, and intersex traits.

Requires all state laws prohibiting sex or gender discrimination to be interpreted using this expanded definition, with the new provisions prevailing over any narrower existing definitions.

Amends the Unruh Civil Rights Act and California Fair Employment and Housing Act to incorporate the expanded definition of "sex" in civil rights protections for business establishments and employment/housing contexts.

Specifies that "pregnancy or related medical conditions" includes childbirth, abortion, lactation, miscarriage, fertility, and contraception, and protects related healthcare decisions and access.

Mandates liberal construction of these provisions to effectuate constitutional protections for equal protection, privacy, reproductive freedom, and the right to pursue employment without sex-based disqualification.
