Expands CEQA's definition of "environment" to include the health and safety of people affected by physical conditions at a project's location

Broadens "significant effect on the environment" to include exposure of people to substantial existing or reasonably foreseeable natural hazards or adverse environmental conditions

Requires Environmental Impact Reports to include a detailed statement on significant effects from locating projects near, or attracting people to, natural hazards or adverse environmental conditions

Imposes a state-mandated local program but provides no state reimbursement, as local agencies can levy fees to cover costs
