Extends alternative teleconferencing procedures for local agency legislative bodies from January 1, 2026 to January 1, 2030, allowing members to participate remotely while at least a quorum attends in person at a publicly accessible location

Permits members to participate remotely for "just cause" (childcare/caregiving needs, contagious illness, disability accommodation, or official travel) up to 2 times per calendar year without prior approval

Allows remote participation for "emergency circumstances" (physical or family medical emergency) with legislative body approval, with limits based on meeting frequency: 2 meetings per year for bodies meeting monthly or less, 5 for twice-monthly meetings, 7 for bodies meeting three or more times per month

Extends authorization for legislative bodies to take action on emergency remote participation requests that arise too late to be placed on the posted agenda, without the standard 72-hour notice requirement

Requires members participating remotely to disclose whether other adults are present in the room and participate through both audio and visual technology
